Scenario planning was forged at Shell in the early 1970s, where Pierre Wack's planners stopped forecasting the oil price and asked instead what would have to change for cheap, stable oil to end. When the 1973 shock came, Shell's managers had already rehearsed that world rather than meeting it cold. Nothing about that logic was specific to oil — it works whenever the forces that decide your future are genuinely uncertain and outside your control.
